Vista Maria Names Kathy Regan as Chief Executive Officer to Lead Agency Through Strategic Transition
Dearborn Heights, MI — Vista Maria is pleased to announce the appointment of Kathy Regan as Chief Executive Officer, effective July 14, 2025. A seasoned executive and steadfast steward of the organization’s mission, Kathy brings decades of financial expertise, infrastructure leadership, and operational foresight to the agency’s top role.
Since joining Vista Maria as Chief Financial Officer in 2013, Kathy has led with strategic clarity, quiet intensity, and a deep commitment to the safety and healing of vulnerable youth – values that will continue to guide her work as leader of the organization.
Her tenure as CFO included several key initiatives that strengthened the agency’s foundation of care, including:
- Designing and financing three residential treatment facilities purpose-built for trauma-responsive care
- Leading the construction of a new secure campus entrance to enhance safety and access control
- Deploying redundant power systems across the 37-acre campus to ensure uninterrupted care
- Funding and terminating the agency’s frozen pension plan, securing long-term financial stability
“This is a moment that demands clarity, decisiveness, and collaboration,” said Regan. “I’m honored to serve as CEO alongside a deeply devoted team that is meeting today’s challenges with courage, compassion, and urgency. Together, we are rebuilding trust, reinforcing safety, and sharpening our focus on quality care of the youth we serve.”
Her appointment comes at a pivotal time, as Vista Maria continues to address the complex mental health needs of youth in residential treatment and foster care. Under Kathy’s leadership, the agency is conducting a comprehensive review of internal systems, enhancing trauma-informed staff training, strengthening oversight, and deepening existing partnerships with state and local agencies.
“The Board has full confidence in Kathy’s leadership at this critical juncture,” said Greg Spinazze, Chair of the Vista Maria Board of Directors. “Her deep understanding of our mission, financial and operational expertise, and steady hand are exactly what this moment calls for. We’re grateful to have her at the helm.”
